Restricted putting up an antenna?

 Hide it in your holiday lights!

For all their supposed benefits, homeowner’s associations (HOAs) have a reputation of quickly turning otherwise quaint neighborhoods into a sort of Stanford prison experiment, as those who get even the slightest amount of power often abuse it. Arbitrary rules and enforcement abound about house color, landscaping, parking, and if you’ve ever operated a radio, antennas. While the FCC (at least as far as the US is concerned) does say that HOAs aren’t permitted to restrict the use of antennas, if you don’t want to get on anyone’s bad side you’ll want to put up an antenna like this one which is disguised as a set of HOA-friendly holiday lights.

For this build, a long wire is hidden along with a strand of otherwise plain-looking lights. While this might seem straightforward at first, there are a few things that need to be changed on the lighting string in order to make both the antenna and the disguise work. First, the leads on each bulb were removed to to prevent any coupling from the antenna into the lighting string. Clipping the leads turns what is essentially a long wire that might resonate with the antenna’s frequency into many short sections of wire which won’t have this problem. This also solves the problem of accidentally illuminating any bulbs when transmitting, as the RF energy from the antenna could otherwise transfer into the lighting string and draw attention from the aforementioned HOA.

Tests of this antenna seemed to show surprising promise while it was on the ground, but when the string and antenna was attached to the roof fascia the performance dropped slightly, presumably because of either the metal drip edge or the gutters. Still, the antenna’s creator [Bob] aka [HOA Ham] had excellent success with this, making clear contacts with other ham radio operators hundreds of miles away. We’ve shared another of [Bob]’s HOA-friendly builds below as well which hides the HF antenna in the roof’s ridge vent, and if you’re looking for other interesting antenna builds take a look at this one which uses a unique transformer to get wide-band performance out of an otherwise short HF antenna.

SARC-SEPAR November 10 Presentation on DMR

 Here is a guide to getting started on DMR

DMR stands for Digital Mobile Radio and is a European-developed international standard of digital radio. This new and versatile technology covers voice and data transmissions, along with conformance testing. It is an affordable digital solution to analog radio.

The only drawback is programming, which is more complex than standard amateur radio. DMR requires a 'codeplug' which is a file containing program information. With most analog ham radios you can convert a DMR code plug from one radio brand to another, using CHiRP for example. As mentioned during the presentation, every manufacturer seems to roll their own software, thus ensuring different nomenclature, and organization of their dialog boxes.

Its not for the faint of heart or for the beginner, so its best to consult someone in your area who may have a codeplug ready to go. For us that resource is Doug Pattengale VE7CQT, who gave an excellent PowerPoint presentation on the subject to a combined Zoom audience of SARC and SEPAR members. 

According to Doug, some of the worst radios don't include the ability to fully export or import the code plug elements so that tools like spread sheets can be used for bulk editing. There are tools 'out there' that facilitate this conversion from one proprietary software to another. For free! Have a look at this tool as it handles the TYT MD UV380 or 390 model in question. 

Doug has used it to convert an AnyTone code plug in the past, and he reports that its amazingly powerful and convenient. Once you get to know how it works, it can do in a few minutes what would take hours of work to manipulate in a spread sheet. An added benefit is that it compensates for missing functionality like sorting, re-ordering and cut / paste that the native CPS software lacks.

More on LADD and RR Frequencies for Back Country Communications

 A follow-up

Last August I wrote about the confusion that exists with back-country amateur radio operators who use LADD and RR frequencies, often contrary to terms of their certification. [The Communicator Digital Edition: LADD and RR Frequencies (ve7sar.blogspot.com)].

There has been a great deal of discussion, confusion, and misinformation surrounding the legality of the off-road community using so-called LADD and RR frequencies while travelling the backcountry. Many of our SARC Basic class students take the course to become certified and are under the impression that having an amateur radio operator certificate gives them legal access to LADD and RR frequencies with amateur equipment. To shed some light on this oft discussed subject, and perhaps avoid forfeiture of equipment or a fine, this Communicator’s Back to Basics column offers an explanation.

The focus in this issue has two questions that apply. One has to do with the equipment, the other with the licencing or certification requirement:

Some VHF and UHF FM radios purchased for use in the amateur service can also be programmed  to communicate on frequencies used for land mobile service. Under what conditions is this permissible?

C. except for the amplification of the output power of licence-exempt radio apparatus outside authorized amateur radio service allocations 
D. on aeronautical, marine or land mobile frequencies

I will be quoting frequently from Innovation, Science and Economic Development Canada regulations and policies and will refer to them hereafter as ‘ISED’.   

First some definitions… 

Amateur Radio Service


Amateur radio service means a radiocommunication service in which radio apparatus are used for the purpose of self-training, intercommunication or technical investigation by individuals who are interested in radio technique solely with a personal aim and without pecuniary [monetary] interest.

An Applicable Basic Amateur Radio Certificate Restriction

According to Radio Information Circular (RIC) 3

4.4.1 Basic Qualification

The following privileges and restrictions are applicable to the Basic Qualification:

  • re-programming of radio equipment to operate in the Amateur Bands if this can be done by a computer program

    Note: No physical modifications to the circuitry of the radio are permitted.

Land Mobile Service


Radiocommunications Regulations state:

Land mobile service means a radiocommunication service that provides for communications between mobile stations and

(a) fixed stations,
(b) space stations, or
(c) other mobile stations

Mobile Station 


A Mobile Station is also defined on the ISED website as: “a radio station intended to be used while in motion and during stops.”

Commercial Licence Radiocommunication Services and Stations



Per the Canada Radiocommunications Regulations:

s.3 It is a term of a radio licence that the holder of the licence may

(a) install, operate or possess radio apparatus to perform any of the following services, as authorized by the radio licence, namely,

(i)  aeronautical service,
(ii) amateur radio service,
(iii) public information service,
(iv) developmental service,
(v) fixed service,
(vi) intersatellite service,
(vii) land mobile service,
(viii) maritime service, and
(ix) radiodetermination service; and

(b) install, operate, or possess radio apparatus at a fixed station, mobile station or space station as authorized by the radio licence.


Mobile Stations s.60 (4)


The radio licence fee payable in respect of radio apparatus installed in a mobile station that operates in the land mobile service is the applicable fee set out in item 5 of Part I of Schedule III for all authorized transmit and receive frequencies.

s.63  The fee, for the applicable metropolitan or other area, set out in Part IV of Schedule III for each assigned transmit or receive frequency (Sections 56 and 60) Fee Schedule Applicable for a Mobile Station in any Service other than the Amateur Radio Service

  • Mobile station in the land mobile service – monthly $3.40 - annually  $41.00


Licences, Certificates and Callsigns


The Amateur Radio Service requires the operator to hold an amateur radio operator's certificate. Traditionally, amateur radio operators were issued two separate authorizations: An Amateur Radio Operator Certificate and a radio station licence. The Amateur Radio Operator Certificate was issued for life and had no fee associated with it, while the radio station licence was issued on a yearly basis and a licence renewal fee was charged.

Effective April 1, 2000, ISED combined these documents into one authorization, the Amateur Radio Operator Certificate. This certificate is the sole authorization required to operate amateur radio apparatus in the amateur radio service. (It is no longer called a licence - Amateurs have a certificate to operate)

A callsign is assigned when you receive your amateur certificate. This is required for the purpose of station identification. For a fee, additional callsigns can be requested by contacting the Amateur Radio Service Centre. Your callsign covers all your base, mobile, and portable radios at that location, and allows you to operate within any of the amateur bands (frequency ranges) for your certification class. Fixed stations at separate locations require a separate callsign for station identification.

A radio operator certificate is required only in the aeronautical service, maritime service, and the amateur radio service. (per s.33 of the Radiocommunications Regulations). A radio operator certificate is not required in the Land Mobile Service but each radio requires a separate licence (callsign); this is different than your Amateur certificate. So, if you own a mobile and a portable used on a commercial band, you would require two licences. You pay per radio, not per frequency in the radio, but each frequency in the radio must be listed on that radio's licence.

‘Type-Approved’ Radio Equipment 


Contrary to Amateur Radio, commercial radio is pre-programmed to operate on specific frequencies and cannot be user programmable. So, you cannot actually "attempt" to transmit on an amateur frequency if it does not already exist in the radio. Commercial radio equipment must pass testing to ensure it does not create interference and is compliant with both ITU and Canadian regulations. This is referred to as being “type-approved”. Radio equipment is approved according to the bands and purpose for which it is marketed, and a lower standard exists for amateur equipment than commercial. Unlike Amateur Radio, where we can choose our own frequency to operate (if it is within an Amateur band), commercial radios are not permitted to be frequency-agile. For example, a trucker cannot one day decide to set up a talk channel on a frequency that is not already designated and licenced by ISED for trucking. Commercial radios modified to be programmed by the operator in the field are not type-approved and can not legally be used on commercial frequencies.

A commercial VHF radio’s frequency range will typically be capable of covering all or a portion of the amateur VHF band. The amateur VHF band is 144-148 MHz; you will find commercial radios with ranges of 136-174 MHz, 146-174 MHz, 136-152 MHz, or similar. So amateur frequencies CAN exist in a commercial radio, but they would have to be programmed in and the operator licenced to use them in a specific band.

Surplus and new commercial radios are readily available and may be programmed and used by amateur radio operators within the amateur bands for which YOU are certified. If you are an amateur radio operator and have a licence for your commercial radio, you can have your commercial frequencies and your amateur frequencies in the same commercial VHF radio, but they must be professionally programmed to avoid errors.

VHF and UHF commercial gear is better quality because they have more stringent specifications than amateur radios and have minimal operator controls for ease of use, typically only an on/off and volume control, squelch, and a channel selector. 

One more caveat.  Since 1997 narrow band equipment has been implemented in North America for VHF commercial radio equipment. This means that twice as many channels can be assigned as each channel takes up only half the bandwidth. Channels are now specified narrowband (11 kHz) with a maximum transmitter power of 30 watts, or as otherwise indicated. Amateur radio equipment is not narrow-band and causes interference on narrow-band channels. This is one of the reasons Amateur radio equipment is not permitted on commercial frequencies. If you buy an older commercial radio it may not be narrow band and would no longer be type-approved for certain commercial frequencies.

So, amateur radios cannot be used to transmit on commercial frequencies, in part because they do not necessarily meet the specifications required for use in the commercial (land mobile) radio service, and in part because ISED does not want commercial users to be able to program frequencies on the fly, generally assuming that the commercial users are not radio hobbyists and therefore would not have the knowledge to correctly program a radio.

Lastly, it is not illegal to program an amateur radio to receive outside of the amateur band, or possess such a radio if you have a licence, but it's illegal to use it to transmit outside of the amateur band.  Some amateur radios come from the factory able to transmit outside of the amateur bands, but this is not ISED approved.

LADD Frequencies


In Canada, the LADD (or LAD) VHF channels (Logging ADministration Dispatch) were originally intended for commercial trucking, general communications in forestry & logging, heavy mining, and exploration and petroleum. These are also known in Western Canada as the "Opens". Their use is governed by Industry Canada and require a licence and compliant, type-approved radio equipment. Due to the wider availability of low cost amateur VHF FM radios and the decline of CB Radio, recreational users have adopted them for back country communications and, for those who do not have reliable cellular service, especially survivalists and preppers, they are marketed as an essential communication resource. Users of LADD channels require commercial type-approved equipment and require a corresponding licence for the radio – NOT AN AMATEUR RADIO LICENCE (or certificate) to comply with the regulations. Also, in keeping with Spectrum Canada regulations, it is important to note that there are geographic restrictions where LADD channels can be used to prevent interference to adjacent users.  

ISED has approved four LADD channel frequencies for radio licencing. Companies or individuals with only one or two radios no longer have to wait for a letter of permission from an existing radio channel holder in order to licence their radios. Their radio supplier can apply with ISED on their behalf for the use of 154,100Mhz (Ladd-1), 158.940Mhz (Ladd-2), 154.325Mhz (Ladd-3) and 173.370Mhz (Ladd-4) in their ISED approved commercial VHF radios. Larger companies may apply for a commercial (shared) channel frequency if they have many mobile vehicles needing to be dispatched from an office base station.

For legacy compatibility, LADD1-LADD4 channels use normal FM (FM is +/-5 kHz deviation, bandwidth 16 kHz, max bandwidth 20 kHz), while most of the other channels increasingly use Narrow NFM (NBFM is +/-2.5 kHz deviation, bandwidth 11 kHz, max bandwidth 11.25 kHz). Normal FM has slightly longer range than Narrow FM (see the RadioMaster article FM versus NFM for Best Radio Communications). If you are using NFM and reception is loud and distorted, try FM instead.

Resource Roads


Background


Mobile radio communication on resource roads had been historically highly variable across the Province of British Columbia (BC) for a multitude of reasons:

  • Road users were required to know unwritten local protocols
  • Heavy radio traffic caused overlapping calls and interference
  • Radios had to be reprogrammed to local channels with each location change
  • Road signage was inconsistent and unclear

A standard mobile radio communications protocol was developed to standardize and simplify, and thus make travel on resource roads safer.

ISED RR channels are specified narrowband (11 kHz) with a maximum transmitter power of 30 watts, or as otherwise indicated. These channels must only be used in locations where it is specifically posted for usage. Improper usage, for example "chit chat", will result in harmful interference to other resource road and loading usages or to other priority radio spectrum users. All channels are designated such that they cause no interference to other users and must accept interference from other priority users.

Mobile Radio Station Licence Application


In the Province of British Columbia, Resource Roads are typically one or two-lane gravel roads built for industrial purposes to access natural resources in remote areas. Over 620,000 kilometers of roads on the British Columbia landbase are considered resource roads.

Two-way radios using these channels require a mobile radio licence. The use of amateur, marine or user programmable radios is not permitted.




The BC Forest and Range Practices Act regulates the use of these roads and radio communications. Outside BC check your applicable legislation. 

FOREST SERVICE ROAD USE REGULATION [current to 2020-07-28]


Use of 2-way radio

s.5 (1) A driver on a forest service road who uses a 2-way radio to communicate with other drivers on the road must announce, in accordance with any road markers posted at intervals along the road,

(a) his or her position, and
(b) the branch of the road being travelled if the radio's signal can be received on more than one adjacent branch of the road.

(2) Subsection (1) applies to a driver only if

(a) the driver uses a radio frequency provided by the holder of a private commercial radio station licence, or other licence under the Radiocommunication Act (Canada) and the regulations under that Act, to communicate with the other drivers, and
(b) the forest service road is posted with a sign that indicates the radio frequency that is to be used.

[Editor’s note: This legislation says ‘MUST announce, in accordance with any road markers’ and appears to make it illegal for anyone without proper communications – i.e. a licenced commercial type-approved radio with programmed RR channels, to drive on a Forest Service Road if marked with RR signage.]

Liability insurance


s.12 (1) A person must not operate or cause to be operated a motor vehicle or trailer, other than a motor vehicle or trailer described by section 2 (5) of the Motor Vehicle Act, on a forest service road unless

(a) the driver, motor vehicle and trailer are insured under a valid and subsisting contract of accident insurance providing insurance against liability to third parties in the amount of at least $200 000, and

(b) the driver carries written evidence, supplied by the insurer, of the insurance referred to in paragraph (a), or a copy of that written evidence, and produces it, on demand, to a peace officer or an official.

(2) Motor vehicles operated by the government that are subject to a government self-indemnification plan are exempt from the requirements of subsection (1).

[Editor’s notes: For clarity, the insurance exemption under section 2 (5) of the Motor Vehicle Act referred to above is for farm implements.  

If travelling on a Resource Road the vehicle or trailer must have third-party liability insurance of minimum $200,000 and proof must be carried and shown if requested by a peace officer or official.

A reminder also that anyone operating two-way radio equipment is subject to any applicable distracted driving legislation that may be in force.]

Offence


s.13 (1) A person who contravenes section 3 (3), 5 (1), 6 (5), 10 (1) or 11 (1) or (3) commits an offence and is liable on conviction to a fine not exceeding $5 000 or to imprisonment for not more than 6 months or to both.

 (2) A person who contravenes section 4, 6 (3) or (4), 7, 8 or 12 (1) commits an offence.


Resource Road User Safety Recommendations

Government in collaboration with industrial and other stakeholders has moved forward with implementation of standard radio communication protocols on Forest Service Roads (FSR) and other natural resource roads across the province.  FSRs with industrial activity and many other resource roads have adopted and are using the standard protocols which consist of:

  • standard call protocols - call content and order
  • standardized signage
  • dedicated, standardized bank of resource road radio channels

The standard bank of resource road mobile radio channels is available, to those with applicable [NOT Amateur] mobile radio licences, for programming at local commercial mobile radio shops.

It is important to note that not all resource roads have adopted the protocols and standard bank of resource road radio channels. It is recommended that road users retain current radio frequencies until such time that they are sure they are no longer required.
Most resource roads are "radio assist" and use of mobile radios for communicating location and direction is not mandatory.  Always drive safely according to road and weather conditions and if using a mobile radio, do not solely rely on mobile radio communications recognizing that not everyone has or is using a mobile radio.

In the transition to new resource road radio channels and communications protocols, resource road users are advised to exercise additional caution when traveling on resource roads. Drive safely according to the road conditions and weather at all times. This should be communicated by employers to all their affected employees and contractors.

Most Forest Service Roads and natural resource roads are radio-assisted, but not all roads are radio-controlled. Road users are reminded not to drive exclusively according to the radio. Where posted, road users using mobile radios must use the posted channels and call protocols.

Channel Maps


A standard bank of resource radio channels has been provided by Innovation, Science and Economic Development Canada (ISED) for dedicated use for mobile radio communications on resource roads in BC.  By agreement, the Ministry of Forests, Lands and Natural Resource Operations is responsible for administering the use of the standard bank of resource road radio channels in BC.

The standard bank of resource road radio channels has been distributed across the B.C. landscape to minimize the likelihood of interference. Channel assignment maps have been developed, and periodically are changed, to reflect channel assignments as planning tools. The maps should not be relied upon for appropriate channel selection in the field as in some cases, the channel assignments have not been implemented on the ground.  The radio channel signage in the field will always govern over the maps. Best management practices for mobile 2-way radio use on resource roads in BC, installation and maintenance

Radio requirements on BC resource roads (and elsewhere) will be for narrow-band communications. Radios manufactured after 1997 have this capability but older radios may only communicate with wideband transmissions. Wideband transmissions sound overly loud when received by narrowband radios and narrowband calls received by these radios may sound too quiet. Wideband radios should be replaced with newer, narrowband capable radios.

FRS, GMRS and Other Common Non-Amateur Frequencies


It should be no surprise to you that the licence exempt radios marketed for these bands are very low power and have narrow channel spacing. Licence exempt devices include cordless telephones, baby monitors, family radio service (FRS) walkie-talkies, remote garage door openers, or wireless local area networks. Although licence-exempt radio devices generally transmit signals at low-power levels, the power level alone does not determine if a licence from Industry Canada is required. By law, licence exemptions only apply to radio equipment that has been tested and certified to comply with specific technical standards and operates in specially designated frequency bands.

For the General Mobile Radio Service (GMRS) in Canada transmit power is capped at 2 watts by law, while the units sold in US can operate at 5 watts. Everything else is the same - frequencies and the communication standard. One needs a BS licence to operate a GMRS radio in the States (easily obtainable by anyone and does not require any test), but no licence is needed in Canada.

These devices may not be modified or fitted with different antennas. It is NOT permissible for you to transmit on any of these channels with your amateur equipment as you will exceed power and/or bandwidth limits. As with other frequencies, you may monitor them as receive only.

The answers to our original questions


Some VHF and UHF FM radios purchased for use in the amateur service can also be programmed to communicate on frequencies used for land mobile service. Under what conditions is this permissible? 

C. The radio is certified under the proper Radio Standards Specification for use in Canada and is licenced by Industry Canada on the specified frequencies

You can wade through RSS-119 — Radio Transmitters and Receivers Operating in the Land Mobile and Fixed Services, but it all boils down to: “The radio is certified under the proper Radio Standards Specification for use in Canada and is licenced by Industry Canada on the specified frequencies.”

And the answer to the second question

Which of the following statements is NOT correct? A person may operate radio apparatus, authorized in the amateur service

D. on aeronautical, marine or land mobile frequencies 
You are certified to operate ONLY on the frequencies assigned to the Amateur Service. This means “on aeronautical, marine or land mobile frequencies” is incorrect.

So there it is. I’m not preaching but, as a Basic Amateur Radio course instructor,  simply passing along the existing regulations and policy to answer the question that come up in every class. These rules exist for a purpose. Do with it as you will but be aware that there is enforcement and you are subject to the penalties if you are caught.

A DMR Primer

Our meeting presenters say its the way of the future...

A recent SARC meeting featured two guests, Doug Pattengale VE7CQT and Brad Wilson VA7BWX, who have been heavily involved in local Digital Mobile Radio (DMR). They have kindly agreed to share their presentation slides. 

DMR is a limited open digital mobile radio standard defined in the European Telecommunications Standards Institute (ETSI) Standard TS 102 361 and used in commercial products around the world. In the commercial world, DMR, along with P25 phase II and NXDN are the main competitor technologies in achieving 6.25 kHz equivalent bandwidth using the proprietary AMBE+2 vocoder. DMR and P25 II both use two-slot TDMA in a 12.5 kHz channel, while NXDN uses discrete 6.25 kHz channels using frequency division and TETRA uses a four-slot TDMA in a 25 kHz channel.

DMR was designed with three tiers. DMR tiers I and II (conventional) were first published in 2005, and DMR III (Trunked version) was published in 2012, with manufacturers producing products within a few years of each publication.

In our Amateur Radio world, DMS is one of three main digital radio technologies, with iCom D-Star and Yaesu System Fusion as earlier players.




The primary goal of the standard is to specify a digital system with low complexity, low cost and interoperability across brands, so radio communications purchasers are not locked into a proprietary solution. In practice, given the current limited scope of the DMR standard, many vendors have introduced proprietary features that make their product offerings non-interoperable with other brands.

As a result of feedback from our Basic courses, we planned a presentation and panel discussion around the basics of getting started in Amateur Radio. This was intended not only for new Hams but also those looking to improve their station capabilities.

We covered primarily VHF/UHF gear, antennas, power and accessories. Based on the interest in this session we will host a similar topic focusing of HF later in our meeting schedule.

We asked our SARC members to bring along any good used gear for sale and a few items showed up.

RAC Bulletin: Two Metres Re-Allocation?


An Important Message


Radio Amateurs of Canada has received several requests for more information in response to reports on some websites and discussions on email lists of a proposal to reallocate 144 MHz -146MHz from the Amateur Radio Service to the Aeronautical Mobile Service.  The following has been prepared by Bryan Rawlings VE3QN RAC’s representative at the World Radio Conference and the domestic and International meetings leading up to that meeting.

Two Metres: Re-Allocation?


There is concern – understandably – in the amateur community over a French proposal to re-allocate 144 – 146 MHz to the aeronautical navigation service to accommodate the growing number of aircraft employing new navigation tracking and communication aids.

Here is a brief summary of what and where this proposal is…
The French administration have proposed a new primary allocation to the aeronautical mobile service in 144 to 146 MHz which is the entirety of the amateur two-metre band in ITU Region 1 (Europe, the Mid-East and Africa). Their proposal was most recently considered at a meeting in Prague of a subcommittee of the Conseil Europeen des Postes et Radiocommunication (CEPT). The CEPT comprises 48 European states.

What is under consideration specifically is that an agenda item to this effect be included for the World Radiocommunication Conference tentatively planned for 2023. The WRC-23 agenda will be decided at the conclusion of the next WRC which begins October 28th in Sharm El-Sheikh, Egypt.

The International Amateur Radio Union (IARU) was present as an observer at the Prague meeting and energetically opposed the French proposal. In the event, only Germany among the delegates opposed the French proposal. The issue will now be taken up at a higher level CEPT meeting in August. Belgium has apparently joined Germany in opposition. Should the number of administrations opposing the French proposal reach eight the proposal will fail to move forward. The IARU and European amateurs are now actively seeking the support of other administrations to oppose the French proposal.

Formally, the proposal is not on the agenda of any other regional groups preparing for WRC-19. RAC has made known to our regulator that we support the IARU’s opposition to the French proposal and its actions to defend amateur radio’s worldwide primary allocation and that we would oppose any similar proposal for re-allocation in Region 2 (the Americas). The Comisión Interamericana de Telecomunicaciones (CITEL) of the Organization of American States will meet in Ottawa in mid-August. The IARU will again be an observer and RAC will be represented in the Canadian delegation.

This issue is a clear illustration of the importance of amateurs and their national associations being vigilant and taking part in the regional and international regulatory conferences which can determine the fate of our most-cherished amateur bands. Can Hams with a Canadian Basic Licence Program and Use Land Service Transceivers?



A Question was raised about the required licencing level to program and use transceivers manufactured for non-Ham (commercial) use. These are also known as land service radios. The opinion put forward is that there should be no issue with a Basic with Honours (or even a Basic only) qualified amateur from self programming and using such land service radios on the VHF or UHF amateur bands.

As far as the rules are concerned, we are simply dealing with what is said in Innovation, Science and Economic Development CanadaRadio Information Circular RIC-3, section 4.4 "Privileges and Restrictions". And there in Subsection 4.4.1 it says, regarding the "Basic Qualification": 

Can operate all station equipment, except for "home-made"  transmitters. 

Footnote 1 says:
"Build" in the context of the Basic Certificate is limited to the assembly of commercially available transmitter kits of professional design.

Obviously, the prohibition stated above for the Basic amateur not being allowed to build transmitting equipment does not apply to the context of programming radios for operating on specific frequencies (or modes) especially if such programming is part of the inherent design of the product.

For example, the readily available Tait commercial radios are designed for the land mobile service and must comply RSS 119 to be marketed in Canada for that service. This is a much higher standard than Amateur equipment. Actually, in Canada, amateur band radios do not need any IC certification although we often see Yaesu radios certified up RSS 215 (analogue scanner receivers. In the States, even amateur radio equipment must be certified by the FCC before it can be legally sold.

Most often nowadays, VHF land mobile service radios such as the Tait, span  the entire VHF range from 138 to 174 MHz and therefore easily cover the two metre amateur band, 144 to 148 MHz. And it is certainly permissible to program and use these radios in the amateur band providing the user is a certified amateur operating in the amateur service with a minimum of Basic qualification and communicating with other duly qualified amateurs.

Indeed, such radios could also be programmed outside the amateur band on duly authorized frequencies such as the SAR national frequency or other agencies frequencies providing written authorization is provided and providing the radio(s) in question are properly licenced either as part of a fleet or individually by Industry Canada and licenced is renewed on an annual basis. In order for radio equipment to be licenced in the land mobile service, it must be certified under RSS 119. In such cross service programming of radios, the amateur frequencies should not be included on the mobile or portable radio licence application. See RSS 119 at:

Now it may be, that some (older) land mobile equipment had to be hardware "hacked" into making them tune the ham band. Some equipment was designed and sold with "frequency splits"… for example, Motorola VHF radio model xyz, may have been sold to cover 136 to 150.4 MHz while another split version of the same radio covered 150.0 to 174 MHz. And sometimes, if the radio was not in the right split range for the ham band, a little hacking into the front end pre-selector or VCO or otherwise was necessary to "tune the radio" for enough performance or frequency lock for satisfactory operation in the 2 metre ham band. One may argue, I guess, that that should only be done by a technically competent "Advanced" certified ham. But clearly, that would only be a very far right interpretation of the rules. And of course, there is no such interpretation circular given to Innovation, Science and Economic Development Canada officials if you asked them.

Again, Basic only qualified amateurs should be perfectly within the rules to use and even program radio equipment that is inherently designed to span the entire VHF range.

How often has a member said that they would like to participate in a QSO party, but cannot do HF at their QTH? Here is a way they can join us, on 2m! 

Nov 17th 2018, Saturday, from 10:00-14:00 PST, let's have a Party on 2m. Use a simplex frequency between 146.415 and 147.570 MHz, with PL 67.0 Hz to make as many contacts as possible. The reason for the PL, is to give operators a reason to use VFO mode, to learn some more features of their radio (Generic instructions provided below). 

Contest is open to all certified amateurs. Each QSO must have one station within southwest BC, northwest WA. to be considered for points.(Updated 20/10 14:00) 

  • Radios will be classified by power as QRP (10w or less), LOW (11-49w), HIGH (>50w)
  • Points will be given for the correct exchange of Callsign, Power class, Municipality.
  • Stations may be MOBILE (calling from multiple Municipalities), or FIXED (one Municipality).

Each station worked is worth one point. A Fixed station may be worked only once, while a
Mobile station may be worked more than once if it has moved to a different Municipality. 10 bonus points for each municipality that you work. 10 bonus points for each municipality your transmit from. (Shhhhh, your first contact is worth 21 points (10+10+1 points).

Frequency Coordination In BC


A Communicator Reprise: November 2012


Our VHF and UHF bands are subdivided into sub-bands while the ones used for FM and digital communications are channelized. Certain sub-bands are allocated to channelized repeaters and simplex communications, resulting in a fixed number of channels in each band. This limits the number of repeaters and simplex channels available for use, but on the other hand, with coverage being generally limited to line-of-sight distance, these channels can be reused many times across the Province.

Early in the development of VHF repeaters it became evident that some form of organization needs to ensure that repeaters do not interfere with each other while the use of the available spectrum is optimized so that the greatest number of repeaters can be accommodated in the limited space available. The result was the emergence of Frequency Coordination Councils, groups of amateurs who volunteer and take it upon themselves to manage the repeater portion of the band, coordinating frequencies so as to prevent interference. Frequency Coordination is the process of choosing and recommending one or more specific frequencies for a system that will operate on fixed frequencies, such as a voice repeater, an ATV repeater, a packet system, a remote base or link, etc. 

In BC, the British Columbia Amateur Radio Coordination Council (BCARCC) was incorporated in January 1995 and is the current coordinator of VHF and UHF frequencies. It has taken its band plan from the Radio Amateurs of Canada (RAC) band plan and modified it to dovetail with one adopted by the Western Washington coordinators. Repeater operators and clubs who sponsor repeaters work with the Council to find and establish frequencies for their repeaters. Coordination councils in Canada have no power of enforcement: they depend on the respect and cooperation of those they serve. Over the years, BCARCC has gained the credibility and respect of virtually all Hams and has worked with all repeater operators. Amateurs cooperate with BCARCC because this approach to the use of these bands for fixed frequency installations has proven to be a workable and effective method, for everyone's benefit. 

In November 1996, BCARCC and Pacific Region of Industry Canada (IC) signed a Memorandum of Understanding (MOU) to establish the advisory role of BCARCC versus the legislative and regulatory role of IC. Under the MOU, IC refers all applications for repeaters to BCARCC for coordination, and no longer lists specific frequencies on Amateur licenses (reflecting the fact that no Amateur is licensed to have exclusive use of a frequency). 

Coordination requires cooperation: Although our Amateur sub-bands are a finite resource, they can support a large amount of fixed-frequency activity if shared in a harmonious and cooperative manner.  Abuse can destroy the resource for everyone. BCARCC provides the resources to manage our spectrum. BCARCC has other responsibilities besides frequency coordination. For example, it is involved in mediating interference issues, band planning, working on approaches to solving technical problems, and communication and cooperation with neighbouring coordination councils as well as working with other local and national organizations.

BCARCC’s success over the long term has, in part, been the result of policies that differ significantly from those of other coordination councils: 

  • Unlike other councils whose members are repeater operators, BCARCC’s members are Ham clubs. This ensures that policies are developed to benefit the Ham community, not only the interests of repeater operators.
  • Coordinations are completed based strictly on technical factors: can the repeater provide the coverage on the specified frequency without causing harm to other systems? The purpose of the repeater, the number of Hams it will serve or the identity of the operator (as long as he/she has an Advanced License) have no bearing on the coordination.
  • The BCARCC executive and its Board of Directors determine policy and provide direction. Coordinators are appointed for their technical competence and work independently, based on these policies. Policies are documented at www.bcarcc.org/policies
  • BCARCC has area coordinators in various regions of our Province. These coordinators provide local knowledge and help those wishing to install repeaters with frequency selection and other technical issues.
  • BCARCC considers itself to be an enabler that provides support for the enjoyment of the hobby, not as a regulator and not as a curb on Ham activities.
  • BCARCC is fortunate to have the support and continued involvement of retired, professional, communications engineers who ensure that policies are appropriate and who work with repeater operators to resolve technical and interference issues. 

More than 450 repeaters are coordinated in BC. These repeaters are also known to coordinators in Washington State as well as Alberta and the Yukon and can therefore be protected from other users of the frequency. Over 150 simplex nodes have been registered. Simplex stations, such as Echolink, IRLP, APRS and point-to-point links are registered, meaning that their presence is published. It is hoped that Hams respect their presence although simplex stations cannot be assured of protection from other users of the frequency.

A Communicator Reprise: January 2012


Most countries' amateur radio licenses allow licensed operators to install and use radio transmission equipment while at sea. Such operation is known as maritime mobile amateur radio. In most cases the operator's call sign needs to be extended by adding the suffix '/MM' when transmitting at sea.

There are some special considerations when installing and using amateur radio transmitters and receivers afloat. These include power supply, RF ground, antenna design and EMC (Electromagnetic compatibility) with other electronic equipment aboard.

For MF and HF use, the most common antenna design is to add two RF insulators into the backstay of the mast and feed it from the transceiver using a sintered bronze ground plate, bolted to the outside of the hull, well under the waterline, as a ground. On metal hulled boats the ground plate can be dispensed with, and the whole hull used for this purpose. In this case, the thickness of any paint layer is entirely negligible at RF. On a yacht with twin backstays, if insulators are placed in both of them and they are fed from the masthead, they may be usable as an 'inverted vee' avoiding the need to feed the antenna against ground. Either format will require the use of an ATU (Antenna Tuning Unit) to achieve resonance for the HF frequency in use, as the physical length of the antenna will almost invariably be incorrect at the frequency of choice. A few twin-masted sailing vessels have the space to erect a "Tee" antenna or an inverted "L" between masts. These antenna configurations are more common on merchant ships.

For VHF and UHF operation, one option is to mount a small yagi antenna to a pole 1–2 m (3–6 ft) long and haul this to the masthead using a flag halyard. If the halyard is correctly knotted to the middle and bottom of the pole, it is easy enough to make the antenna project above the clutter at the masthead into clear air. The problem is in rotating it - it usually needs to be lowered and re-raised to alter the direction of its beam. For the safety of masthead fittings and lights it is better if these yagis are light in weight and made largely of, for example, plastic tubes supporting internal wire conductors. Operating in this way is best reserved for when in harbour or at anchor, to avoid interfering with the operation of the boat. Repeated loss of signal due to rolling and pitching would make it impractical for useful communication at sea anyway.

For FM operation on the 2m band, the masthead vertical whip that is normally installed for marine VHF operation will provide good omni-directional, vertically polarized signals. The frequency of operation around 145 MHz is close enough to the antenna's design frequency of 156 MHz that most amateur transceivers will not need an ATU and will not suffer unduly from a poor (high) SWR.


Grounding

For a single-ended HF antenna, a good electrical ground connection is essential. It is also necessary from the points of view of safety and EMC considerations on any radio transmitter installation on a boat or ship. As mentioned above, metal-hulled vessels have a natural advantage in that, especially at HF and lower frequencies, the hull can be considered to be in contact with the water, as the insulating properties of the paint layer against the water is a capacitance that presents very little electrical impedance to the RF currents. For fibreglass and wooden hulls and HF transmission, the usual solution is to attach a sintered bronze plate to the outside of the hull for RF ground. The construction of a sintered bronze plate is porous to water so that although the plate may be only a square foot or two and an inch thick, the actual surface area of metal in electrical contact with the water is very many times that.

Once a good connection to the sea water has been established, it is necessary to make a good RF connection from the transceiver and/or the ATU to the grounding system. While it might seem that a good, thick wire is all that is needed, for large RF currents it is usually recommended that copper grounding tape is used. This is not because thick wires will not be able to support the currents involved, but because it is more likely that RF currents will remain flowing along something that has a wide surface area without re-transmitting themselves along the way due to skin effect. The key pathway from the ATU of a single-ended antenna system to the ground plate, or the hull ground-point, should be as short and as straight as possible. This should be considered from the start when deciding where to mount the various components within the hull. There is not much that the installer can do about the losses in, and the efficiencies of, the transceiver, the ATU, the antenna or its feed, but extra effort put into the efficiency of the ground paths will pay much bigger dividends, in terms of radiated power and freedom from EMC problems later, than any other single aspect of the installation. The salty sea makes an exceptionally good ground plane, and effort put into achieving a good connection to it will be handsomely repaid.


Going on a cruise?

You will first need the permission of the cruise ship company itself to even have an Amateur Radio transmitter in your possession while on board (whether in use or not).  So your first step is to make sure you have written authorization to have your radio with you.
Next, besides the company itself you will need to have permission of the ship's captain in order to use the radio.  Do not assume you can simply throw up a vertical outside of your stateroom and operate!

Once you have authorization to operate ship board, you still have to worry about reciprocal operating privileges with the country where your ship is, including territorial waters.

Canadian and US licensees need no special permit or authorization other than their own Industry Canada or FCC license and they stay within Canadian, US or International waters.  When an FCC licensed amateur is operating an amateur rig aboard a US-registered vessel in international waters, he or she must follow Part 97 of the FCC rules, particularly Section 97.11. 

If the ship is of foreign registry, you must obtain a reciprocal operating authorization from the country of registry in addition to being in compliance with Section 97.11. When amateurs enter the territorial waters of a country, they fall under their communications jurisdiction. This means that they must obtain the required reciprocal operating authorization. There are three such authorizations: CEPT which applies to most European countries and certain overseas territories; IARP which applies to certain countries in the America's; Reciprocal Permit which is available from most countries, but application must be made to the country and a fee paid.

In Canada, these permits may be obtained from Radio Amateurs of Canada (RAC) for a modest fee.
